Skills, Knowledge, Experience, and Qualifications:

1. Enterprise IT & Cybersecurity Leadership:

  • Candidate must demonstrate senior-level experience leading enterprise-scale IT modernization and cybersecurity programs, providing strategic direction, governance, and executive oversight across multiple workstreams. Experience collaborating with business leaders, technology teams, cybersecurity stakeholders, and vendors is required to ensure alignment with organizational priorities, security objectives, and enterprise architecture standards.
  • Strong knowledge of cybersecurity principles, security governance, risk management, cloud and network security, Zero Trust architectures, and security-by-design practices is essential. The candidate should have a proven track record of driving organizational change, continuous improvement, and successful delivery of complex enterprise security initiatives.

2. Advanced Network/Security Program Delivery:

  • Candidate must demonstrate advanced experience managing and delivering large-scale network and cybersecurity programs from initiation through implementation, operational readiness, and transition to support. This includes experience leading complex security transformation initiatives involving Secure Service Edge (SSE), Zero Trust Network Access (ZTNA), Prisma Access, secure remote-access solutions, Web Application Firewalls (WAF), firewall modernization, network segmentation, cloud security integration, and enterprise security control enhancements.
  • The candidate should possess a strong understanding of modern network-security architectures, enterprise infrastructure, cloud environments, and security technologies, with the ability to manage technical dependencies, implementation risks, vendor engagements, and cross-functional delivery teams while ensuring business and operational objectives are achieved.

3. Project Management & Communication Skills:

  • Candidate must demonstrate exceptional project and program management capabilities in large, complex, and high-risk technology environments. This includes experience with project planning, governance, scope management, schedule management, financial oversight, risk and issue management, dependency tracking, and executive reporting.
  • Strong communication and stakeholder management skills are required, including the ability to facilitate discussions, build consensus, manage conflicting priorities, and communicate complex technical concepts to both technical and non-technical audiences. The candidate must be capable of influencing decision-making at senior levels, leading multidisciplinary teams, managing vendors and external partners, and driving successful outcomes through effective leadership, collaboration, and problem-solving.

4. Public Sector Experience and Awareness:

  • Previous experience in government or regulated environments is a plus
  • Familiarity with public-sector mandates (FIPPA, PHIPA) and embedding audit-trail, retention, and reporting controls

Must Have:

  • Strong knowledge of cybersecurity principles, security governance, risk management, cloud and network security, Zero Trust architectures, and security-by-design practices is essential. The candidate should have a proven track record of driving organizational change, continuous improvement, and successful delivery of complex enterprise security initiatives.
