Description
Deliverables for Sr. Project Manager:
Agile Delivery & Team Leadership
· Serve as Scrum Master for multiple concurrent, high visibility agile projects.
· Facilitate all core Scrum ceremonies (Daily Scrum, Sprint Planning, Sprint Review, Retrospective, and Backlog Refinement).
· Ensure teams adopt and adhere to Agile values, principles, and best practices.
· Remove impediments proactively and escalate complex blockers appropriately.
· Track and report team progress using Agile metrics (velocity, burndown charts, cycle time, etc.).
· Coaching & Continuous Improvement
· Provide guidance and mentorship to Scrum teams, Product Owners, and stakeholders.
· Promote a culture of continuous learning, experimentation, and process optimization.
· Coach teams in definition of ready (DoR) and definition of done (DoD).
· Support team maturity assessments and develop tailored improvement plans.
· Stakeholder Engagement & Communication
· Work closely with Product Owners to ensure clear product vision, roadmap alignment, and well-prioritized backlogs.
· Facilitate communication across technical and business stakeholders, ensuring transparency and alignment.
· Support executive-level reporting and provide insights into delivery progress, risks, and dependencies.
· Manage expectations and negotiate priorities in fast-paced, multi-team environments.
· Governance, Risk Management & Compliance
· Ensure Agile delivery practices align with OPS governance frameworks, digital standards, and enterprise processes.
· Identify and mitigate project risks, interdependencies, and delivery constraints.
· Contribute to project documentation, reporting, and audit compliance requirements as needed.
Skills
Experience and Skill Set Requirements
Technical & Methodological Skills (50%)
· Expertise in Scrum, Kanban, and other Agile frameworks.
· Strong working knowledge of Agile project management tools (e.g., Azure DevOps, JIRA).
· Ability to analyze Agile delivery metrics and translate them into actionable insights.
· Solid understanding of software development lifecycles and digital delivery practices.
Experience (20%)
· Minimum 7–10 years of hands-on experience as a Scrum Master or Agile Coach.
· Demonstrated success leading multiple concurrent Agile teams in complex enterprise environments (public sector experience an asset).
· Strong experience supporting high-profile, multi-stakeholder IT or digital transformation projects.
· Proven track record in team coaching, conflict resolution, and facilitating cross functional collaboration.
· Experience with Agile scaling approaches (SAFe, LeSS, Nexus, etc.) is a strong asset.
Soft Skills (20%)
· Excellent facilitation, negotiation, and communication skills.
· Ability to navigate ambiguity, manage conflicts, and build trust across teams.
· Strong problem-solving capabilities and resilience in complex, politically sensitive environments.
· Highly organized, detail oriented, and comfortable managing competing priorities.
Education & Certifications (10%)
Must Have:
· University degree in computer science, engineering, business, or related field (or equivalent experience).
Ideally should have a combination of the following:
· Certified ScrumMaster (CSM)
· Advanced Scrum Master certification (A CSM, PSM II, or equivalent)
· SAFe Scrum Master (SSM) or SAFe Advanced Scrum Master (SASM)
· Agile Coaching certifications (ICP ACC, ICP ATF)
· Project Management certifications (PMP, PMI ACP)
Additional Assets
· Prior experience working within the Ontario Public Service (OPS) or comparable government/regulated environments.
· Exposure to cloud, DevSecOps, modern application development, or digital service design.
· Experience supporting organizational Agile transformation initiatives.
Must Have:
· Looking for a strong Project Manager with strong scrum/agile experience.
· Strong working knowledge of Agile project management tools (e.g., Azure DevOps, JIRA).
· Demonstrated success leading multiple concurrent Agile teams in complex enterprise environments (public sector experience an asset).
