Contingent Workforce Management
Responsibilities:
• Conduct detailed system analysis on the existing MOH and MLTC financial systems, and capture the domain specific business rules and business processes
• Lead and conduct business analysis at various levels of detail with relevant stakeholders, appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, Agile Methodology, and OPS Standard Systems Development Methodologies
• Conduct ongoing business analysis activities and analysis within all phases of the project life cycle, including initial technical requirements, detailed plan of business analysis activity, business modeling, analysis of business transformation, new business development and acquired solutions, continual refinement of business requirements and identification of significant changes in requirement documentation, and maintenance of approved business requirement
• Conduct detailed system analysis on the TPON digital platform
• Conduct TPON fit gap analysis with MOH and MLTC systems:
• Review / ensure financial systems / payment model compatibility with MOH / MLTC requirements
• Review potential risks for payment reconciliation
• Review TPON payment module process to ensure consistency of current control process, (e.g., compliance with DOFMA for payment approver and compliance with encumbrance policy)
• Identify opportunities to use TPON where systems do not currently exist:
• Standardizing contract management process by using the TPON contract module
• Develop template framework for contracts and report backs, e.g., standardized sections that programs can choose and build into one customized contract / report backs based on program needs
• Recommend development of solutions for improved business processes, where TPON functions may not be a good fit
• Develop and maintain business process models, business documentation and specifications
• Document business requirements for project decision, implementation, and future reference
• Provide support to the business operation during the TP Consolidation transition.
Skills
Experience and Skill Set Requirements
Public Sector Experience
• Demonstrated knowledge and experience with Public Sector business processes
• Demonstrated understanding of Public Sector/ministries I&IT strategies, plans, policies, directives, best practices, and standards to ensure compliance in the development, co-ordination, and implementation of projects
Business Analysis and Business Processing Engineering Skills & Experience
15+ years of experience in the following:
• Have rich business analysis experience, own sound judgement in the business analysis process, and command good methodology in business analysis domain
• Lead and conduct business analysis at various levels of detail (such as business leadership meetings, business SME interviews, JAD sessions, process observation, existing system analysis) to assess client’s business problems/strengths/weaknesses/opportunities and documenting the business information in such a way that key decision making can be evidence-based
• Provide comprehensive I&IT business analysis on a wide range of government healthcare program domains, document domain specific business rules and business processes, develop business process models, and identify areas of strength/weakness/opportunity through business process engineering analysis
• Conduct fit-gap analysis between existing business processes/IT systems and a recommended consolidated digital platform, identify areas require business transformation, and provide recommendation on adoption strategy and transition timeline
• Lead subject matter experts and stakeholder working groups, conduct business analysis to assess client’s current business problems, defects, improvements, and minor enhancements
Financial Experience / Knowledge Areas
10+ years of experience in the following:
• Expertise in conducting business analysis in IT projects in developing comprehensive financial management systems
• Demonstrated high degree of competency in financial management practices
• Demonstrated experience in transfer payment processes – contracting, payment and reporting
• Have good knowledge and experience with government transfer payment business processes, especially in the healthcare or education domains

Must haves:
