  • Leads new network (LAN/SDWAN) implementation project and manage network transition collaterals
  • Demonstrates knowledge of LAN/WAN technologies, facility design standards, and interpret network diagrams
  • Effectively collaborates with telecommunication and facility project managers and operation managers to identify project dependencies and establish integrated plan
  • Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
  • Leads daily meetings with the LAN/WAN design and implementation team, identifies and resolves the project roadblocks
  • Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Demonstrated experience directing project teams (network SMEs) to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
  • Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
  • Effectively manages procurements, preferably in OPS environment
  • Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Develops complex project budgets based on multiple funding channels and cross ministry dependencies.
  • Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, gating, forecasts and reconciliation/confirmation of actuals.
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Establishes and participates in steering committee and stakeholder forums.
  • Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.

 

Skills

Experience and Skill Set Requirements

 

Project Management Experience

  • 10+ years of experience with Project Management
  • Demonstrated experience in managing technical projects that implement, deploy in an integrated environment including MS Azure, AWS (cloud services) and in a public safety grade physical infrastructure environment.
  • Demonstrated experience in Project Management methodologies, producing documentation, collaterals, and artefacts
  • Project Management experience (as appropriate to the specified experience and level) and use of Project Management software (as appropriate to the specified experience level).
  • Experience in the development and implementation of project management processes, plans, and communication tools.
  • Experience in creating portfolio plans, monitoring project performance against project plans and generating progress reports using earned value or similar techniques.
  • Demonstrated experience in collaboration with other project managers and operation managers to identify project dependencies and establish integrated project plan
  • Experience in Waterfall and Agile project management methodologies
  • Knowledge of and experience in leading procurements, preferably in Public Sector environment
  • Knowledge of public sector Integrated Project Management Framework and Methodology

Technical Skills

·       Management of design, implementation and transition to operations of Next Generation LAN and WAN to MOH PSAP locations.

·       Ability to use Agile principals and DevOps methodology in managing projects, managing team of design engineers and operations

·       Knowledge of LAN/WAN technologies: Nexus 9K, Cisco SD-WAN routers, LAN switches, VLANs, VMware ESXi networking, DNS/DHCP/IPAM, Palo Alto, Docker Containers, API Scripting, cabling design

·       Knowledge of configuration management of networking devices using automation tools and API scripting

·       Knowledge of IP communication and routing

·       Experience with the projects related to 24x7 critical environments and operations

·       Knowledge of VoIP telecommunications technology and its application in public safety and emergency service environments

·       Experience implementing new network (LAN/WAN) to multiple sites, and managing detailed network transition collateral

·       Able to establish and manage stakeholder relationships.

·       Able to communicate in business language and with technology expertise

·       Experience leading teams composed of fee-for-service members and unionized staff members.

·       Able to appropriately assign work packages to assigned resources and manage to ensure timely and quality delivery.

·       Able to build a cohesive, high performing project teams

·       Ability to establish and manage complex stakeholder relationships between provincial, municipal governments, first responder partners (police, ambulance, and fire) and 21 ambulance dispatch centres in the province

·       Experience managing projects related to 24x7 critical environments and operations

Analytical and Communication Skills 

·       Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

·       Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.

·       Demonstrated experience identifying and acquiring a mix of skilled technical resources necessary to complete project assignments/deliverables, including clarifying roles and responsibilities

·       Written communication skills to prepare authoritative recommendations, proposals and reports; such as Briefing Notes

·       Strong discipline in resolving resourcing and inter-personal conflicts, ensures knowledge is shared among team members to achieve project objectives

Must haves:  

 

•       10+ years of experience with Project Management 

•       Experience with the land ambulance sector and its stakeholders 

 Experience with Public Safety implementation 

•       Technical PM that has implemented data centre type deployments including Network builds, Infrastructure such as racks, cabling, SAN, Security implementation, including firewalls.
